This pivot was initially met with skepticism from developers and financiers. Yet by aggregating seven small, individual solar power projects into a single, standardized financing structure, the Seven Sisters, the country was able spread costs, shorten timelines, and ultimately attract the necessary financing and developers to make the effort a reality.
